do we need to apply any security templates after a fresh installation of windows 2000 Pro ?

How about you elaborate on your situation? Security templates just change the local policy (which in turn is just registry settings) that alter the way certain things work, like what SMB authentication levels can be used, whether the pagefile is cleared at shutdown, whether the floppy can be accessed in the Recovery Console, etc. So it really depends on what you want to accomplish.

i want to make my new computer secure when connected to the internet. do i need to use any of the security templates?

Most of those settings won't help you in that respect, if you feel curious you can browse the Local Security Policy and see if there's anything you like. But mostly just get a decent firewall and stay up to date with patches.
