Hmm, I am watching a rerun episode of Deep Space Nine, where Dr. Bashir is first confronted by the Section 31. For those of you who don't know, Section 31 is a covert operations group operating in Starfleet. Section 31 Similar to the Tal'shir of the Romulans and the Obsedian Order of the Cardiassans.
But more importantly, in this episode, Sloan, which is part of Section 31, says that Section 31 was sanctioned in the original Starfleet charter. In other words, they were created back when the Federation was created.....which is around the time which the new Star Trek Series V is centered around!
