There have been rumors over the last couple years that there has been infighting in the White House between the more conservative memebers (Cheney, Rummsfeld, and the Neo Cons) and the more moderaate staff (Powell, Rice) regarding policy. The thought is that the neo cons were forcing their beliefs on the more moderate people.

So, some of the ideas may be rubbing off on Powell. The second part is a play on Cheney's tip-top physical condition. Maybe that's rubbing off as well.

I didn't really think it was that inside of a joke.
 
Maybe we all thought you were somehow confusing Cheney's heart problems with a prostate problem. The two areas don't correlate too well, hence the confusion.

Whatever. No matter the relationship, Powell is miles away from the slime that which is Dick. May his meat-n-two-veg (and associated 'wiring') heal quickly and without issue.
