Second question on P4 Temperature Problem

I wrote a few hours ago concerning a P4 that is installed in am MSI 845 chipset motherboard. I built this a few days ago for a friend's son. The teen says that he is getting a reading of 68 degrees C on his system. He also, this may not be true, says that the system starts to slow down. This would be indicative of what I have read concerning the P4 slowing down to a lower clock speed if the CPU gets hot. I was now wondering if the CPU temp is read from a sensor on/in the CPU or from some type of sensor on the motherboard. Could this be in error, either way? I am having him install WinCPUID to see if the CPU is actually clocking down as it gets hot. If it is real, then there is definitely something wrong. He checked the Intel heatsink and seems to think it is being clamped down hard on the heat spreader, it is a retail CPU package. One thought I have had is if the heatsink is installed correctly and the heat problem is real, then maybe during manufacturing when the heat spreader was installed on the CPU, perhaps it did not make contact with the silicone chip. If that is true, then this is a defective package. I believe WinCPUID should indicate that, or some other performance measuring program that would indicate a "real" slow down in the CPU clock. Any enlightenment from forum experts is greatly appreciated.

P4 temp is read from the die itself, and yeah, it sounds like it's throttling (clocking) back. Haven't heard of a defective chip in that way, but who knows? What's the airflow like in the case? I know the hsf installation is pretty fool-proof, but is it possible you were watching a Britney video while installing it and mucked it up? That's about all I can offer...hth :)
