The officer who made the arrest received counseling from her supervisor, a course of action that the department believes to be an appropriate resolution.

Typical for cops... slap on the wrist, and let them keep on doing what they do.

Why isn't she being charged? Or at least dismissed?

Jnd the Seattle PD doesn't mind her behavior, since she is still a cop. Nice. Just a few more bad apples...both her and all the officers that condone this behavior.
