"Search" Option Missing in Win2k

At my high school, the computers we use run on Win2k. On some of the machines there is the "Find" search tool in the Start bar. On the one I use there is not. How do you add this tool to the Start bar?
 
My teacher can't remember how to access the Group Policy Editor to add the option to search the HDD. It's quite annoying, especially since I can't find any of the files I want to edit.
 
Make sure you have Administrator Rights. Go to the Run prompt and type mmc. Then choose Console->Add/Remove Snap In. From there navigate until you find Group Policies.

You should find what you want under Local Computer Policy->User Configuration->Administrative Templates->Start Menu and Taskbar.
 
Group Policies are not normally included in MMC.

As Psychoholic says, make sure you have Administrative rights, then go to Run in the Start Menu and type gpedit.msc.

Click on User Configuration, then Administrative Templates, then Start Menu & Task Bar.
