How do we know he wasn't joking? The guy seems to have more of an internet history than most other political figureheads, even being a cosplaying weeaboo. I think he's a sperg-y guy that communicates better online than verbally. Part of what makes him so painful to watch is that he reminds me of myself.

Oh it is certainly awkward wording. But the very idea sounds borne of someone abjectly refusing to learn from history, if they want to erase some part of it (have it be forgotten).
