SCUDs are in breach of UN regulations regarding allowed Iraqi missiles. Iraq claimed to be in compliance. Hence the problem if these turn out to be SCUDS.

Well, I guess the fact that they are described as "scud-type" missiles by US officials - and that the debris is currently being inspected by coalition forces to decide exactly what they were and if they broke the UN regulations is kind of important.
They probably were in breach of the UN regulations - but until we know for sure - isn't it a little early to start yelling "told you so!"?

France wont say anything. There was nothing of great concern with those missiles, they were standard warheads.
