Screen Tearing

So I have Vsync on and I have no problem when playing my games or watching a movie on dvd/harddrive. But I have been noticing some high def streaming video will cause the monitor to tear as if vsync isn't on. Is there any way to fix this?
 
Had a problem with my 7600gt ripping on HD, and even some DVD scenes, so, i ended up changing the video card eventually. I find now, a 9500GT works great, and see no tearing.
 
Your playback software may have a "Sync every frame" or frame cap option, try enabling that. FRAPs has a similar option for tearing that allows you to sync every frame.

FRAPS caused tearing in games and videos when there was no tearing before in my old system. Uninstalled it and everything was back to normal.

But in your case it only happens with HD material? Probably a codec/player issue. You use a different player for HD?
