Screen size problem (black band at the top & bottom of screen)

My friend's 10 y.o. kid played with their computer monitor causing black band at the top & bottom (screen size shrunk) of the screen. Display properties and monitor controls didn't work.

Please tell me if there's a quick fix to this. TIA

on the monitor there maybe be a dial or buttons to adjust the screen position, width, height, colo, contrast, and brightness.

yeah, those monitor controls. I tried those but didn't work.

what's the video outputting and refresh rate?

96 DPI (assuming thats the normal) and 60 Hertz.

and whats the resolution set at? 1024 x 768?

what is the manufacturer and model of the monitor?
what is the manufacturer and model of the video card?
