The monitor needs cleaning. Open it up (but make sure you let unplugged for awhile to discharge the capacitors, using a plastic vacuum tube clean the inside and check for loose connections. If the problem persists, it's time for a new monitor. LCD's are really cheap and nice to the vision.

Also, make sure your vga cables are securely tightened on both the monitor and the vga-out port. Sometimes a loose connection will cause those screens if the cable is loose and vibrating slightly due to your typing (assuming your keyboard is on the desk or in a keyboard slot under the desk). Also, observe the screen as you move the vga cable on both the monitor and the vga-out and see if you get any screen flicker or lines. If you do, then a loose connection is your problem.

Edit: This may be why you have the problem come and go, the cable is shifting and not shifting periodically.

Well like I went to the Samsung site a while ago. And like it said that it could be casued by things in the wall and airconditioning. My screen was going crazy once, and I tunred off the AC and it calmed down. But it still did it. Thanks for the info. Ill look into it. (literly) lol.
