Screen image vibrates

I just upgraded from a GeForce 4 MX440 to a GeForce 3 Ti and when I got it into windows the VGA settings were vibrating left and right. When uninstalled the unified driver and then re-installed it it was still wobbling. I upped the res to 1280*1024 which is what I was running on my Gf4 and it wobbled as well... i bumped it down to 10*7 and it is fine... I have tried adjusting the refresh rate but everyting except 60 Hz looks schisty... I have the monitor plugged into a power conditioner so 60 Hz of course looks best, but why is the image wobbling? When I open the monitor settings on the monitor (screen location, size...) that is steady but the background stuff is moving back and forth, so is it a windows issue?
 
How would looking at the fans in the case near the card do any good?

It is a CRT monitor off an older Dell System
 
No see it never did that with my old video card.... regardless of the speaker position... I moved the speaker away form the monitor but it still wobbles.. If I play agame the screen is perfectly steady so it makes me think it is a windows error....
 
Many nVidia-based graphics cards, especially the older ones, have horrendous 2D output. This becomes especially apparant at resolutions above 1024x768. As others have mentionned, make sure that there are no wires tangled around your VGA cable. Try to eliminate interference in any way possible.
 
I wil do that, but how do you ecxplain that it wobbles at 800x600 as well?

If there is cable interference, it will affect all resolutions. The same goes for poor 2D output from the card, however it is much more noticeable at higher resolutions.

You should try to run your refresh rate at 75hz minimum; I usually go for 85hz.
