So I just bought an XFX 7970 Black Edition and I've been using it for a couple of days. The one thing that bothers me is that when the computer is loading a game the entire screen dims until it's done loading. It also does it when booting Windows (during the Windows loading screen). Does anyone know what this is? I've never had a video card ever do this before.
 
Have you tried a second/different monitor?

The one time I had something like that happen, it was a specific combination of GPU and panel, and I resolved the problem by returning the monitor for a different make/model. Screen wouldn't activate until the Windows logo appeared (no DOS text mode).

What is your monitor?
 
I have a Samsung S27A950D. However, it never did this with my Gigabyte 7950... it only started with the XFX. I have not tried it with a second monitor, but I'll do that next.

So I tried the XFX 7970 with my Dell 2407WFP and it doesn't do the screen dimming. However, it does it with the S27A950D... is there any way to make it stop dimming?

but could it be that 7950 to 7970 did not update your system to the new hardware / card ?
but have you reinstalled the monitor digital drivers
-running latest bios \ reset the bios for the card change
-can you view if the bios see's 7970 or 7950 ?
-delete in DM and reinstall after a driver cleaner.

Make a custom profile and ensure that the game runs on "standard" mode.It happens on my monitor as well.I bet your monitor has these modes available.
 
Well, for anyone who is googling this, I found the problem. I had a dynamic contrast setting enabled... which it would dim screens whenever the majority of the screen was dark, such as loading screens.
