He was describing Cuban and Peurto Rican, not Latino in general.

Is it even accurate to say Cubans and Puerto Ricans have "black blood"? I thought they were a mix of Spanish and the natives who were there first. Hatians are black. Cubans and Puerto Ricans aren't.

Yep, I can't speak for Cuba but in Puerto Rico there are those that are more "spanish" like me (very light skinned) while there are other puerto ricans that are very dark skinned and have significant african roots with folk music and foods (as well as clothing and special days) that are based on african culture (as well as native Taino indian). Wish I knew more really (guess its time to pick up some books).
