Unless the existing POTUS is able to regain control, the acting POTUS is in charge. If the acting POTUS was the previous VP, he stays as acting until the scenario changes. I would suspect that there is no VP then appointed.
An elected VP will take precedence over the Speaker of the House.
No elected VP but under a legit POTUS will then take over (If we lost Ford)
