She is an idiot, and not made of the stuff that generals should be of.

BUT.........

She did not order a team from Gitmo to Iraq to teach "softening up" treatment methods to the guards.

She did not declare that prisoner abuse was legally acceptable.

She did not determine that the President, as CIC, could disregard treaties and agreements ratified by the Senate.

She did not proclaim that the U.S. need not be encumbered by the rules of civilized nations in our glorious "war on terror".

She did not coin the term "enemy combatant" so GWB could say with a straight face that since the are not mentioned specifically in international law (by that label), they have no obvious rights.

So yes, I would say that there are those senior to her that share culpability.

So again . . . I ask, "what role did Gen. Miller play at Abu Ghraib?"

Karpinski claims she was ordered to turn part of the prison over to "intelligence". Personally, I think she's culpable but the notion that "others" were not involved is laughable.

According to a soon to be released book by a medic at Gitmo, the military sent members of JAG down to Gitmo to explain why the Geneva Convention did NOT apply to ANYONE at Gitmo. Curiously, the conditions at Abu Ghraib deteriorated AFTER the CO at Gitmo (Gen. Miller) came for a visit.
