She is the highest ranking senior officer to receive ANY punishment - She was a RESERVIST Brigadier General - a single lonely star.
A Weekend Commander - shoved to the front and put in charge of a place that was already in operation.
A place where everyone who passed through as an 'Authorized By the Pentagon' either was there to intimidate her and raise the heat -
or they outranked her and told those that worked there thay they should follow what they were saying at the time - not her.
The Pent had turned it into the Patriotic Detention Center - outside the rules of the Geneva Conventions,
and above the laws of the land because they were 'Terrirists' - either with us or 'ginst us.
Convenient dumping grounds for her career, bust her down & push her out, and the next higher rank & file remains blameless.

She did not order a team from Gitmo to Iraq to teach "softening up" treatment methods to the guards.
She did not declare that prisoner abuse was legally acceptable.
She did not determine that the President, as CIC, could disregard treaties and agreements ratified by the Senate.
She did not proclaim that the U.S. need not be encumbered by the rules of civilized nations in our glorious "war on terror".
She did not coin the term "enemy combatant" so GWB could say with a straight face that since the are not mentioned specifically in international law (by that label), they have no obvious rights.
So yes, I would say that there are those senior to her that share culpability.
