Scan to Vector/EPS format?

I have a 8.5x11" piece of artwork that a student made at one of our local schools, and I've been asked to help get this document into Illustrator Vector or EPS format. Is this even possible without having to be redrawn? Is there a way to just scan it and save it in one of these formats? I know it's not going to "scale" well if I scan it and I don't want the image to be compromised as they expand it to fit. It's going onto a flag for a local graphics shop, and one of their requirements is that it be in one of the above formats.

Any help would be greatly appreciated.



 
Being a "graphics shop", I would expect that the shop would have the necessary equipment to scan the artwork directly into the application(s) that they are going to be using to print the image onto the flag.
