As for the captain.......he is in the US Armed Forces and being so the Commander in Cheif of said Forces is responsible for any apologies etc.. Although, in this case, I do agree that a personal apology from those whom were responsible would have been/could be a meaningful jesture!😉

Best way to put it simply is official apologies to another nation are way above his paygrade. When dealing with incidents at this level it is the job of diplomats to talk about these things. Diplomacy does not often make sense but it is much better than the alternatives.
 

From someone who knows:


The US would have returned the crew and kept the plane. There would be no apology asked for. And there would be no recriminations.


US doesn't hold hostages...

Um, i believe that guy was cleared of the charges... didn't even the NYT apologize for their overzealous opinions of him? I guess in the American justice system, even if you're found not guilty, you're still branded guilty.

Well, I see minunderstanding and misrepresentation.


1) The US media is money driven. They make most of their money of exposing people, especially in the governement. Do you really think that if the press were tools of the Government, Clinton would have allowed them to expose his affair with Monica? Anyone remember him going on TV and apologizing?

2) The sub commander did apologize to the families of the victims. However, he didn't apologize for the accident to the general public because of advice by his lawyer. The captain does not know yet whether criminal negligence charges will be filed against him. He was advised that if he apologized for the accident, it could increase the likelyhood that he would be found criminally negligent, and sentenced to some stint in prison (i.e. if he apologized, then it might be seen as acknowledging full accountability). But the US did apologize to Japan and has said it is responsible. Expect checks in the mail with 7 zero's after them...

If anything, I think there is far too much US bashing going on. Yes, the US does make mistakes, but as dabanshee would put it, the US shoulders too much responsibility in the world for security, and until individual nations start pulling their share of the weight, that will continue.

Until recently, the US even paid 31% of the total UN budget (including peacekeeping operations). 31%! There are more than 180 nations, that just isnt fair. Helms/Gram act has that number being reduced to 26% over the next few years. The congress blocked paying UN dues until the UN agreed to lower the amount of money contributed by the US.

When it comes down to it, the US is the only nation in the world seriously committed to world security, and if necessary, to enforce it.

He was found not guilty because the Justice Dept messed up on the case. There's still lots of hard drives/tapes missing.
 
The US sub captain did make a personal apology to the captain of the ship and the relatives of those who died. It was a personal apology. The US also formally apologized to the country of Japan.
If there was any delay or reluctance on the part of the Captain of the sub in apologizing it was because he is also facing charges for the incident.

The US letter to China was crafter very carefully so China's leaders could construe it as an apology. There are many different meanings of the word sorry in Chinese. My interpretation is that we expressed regret that their inept pilot rammed our plane and killed himself. We also said we were sorry that China did not respond to our Mayday calls on an international emergency frequency and our plane was forced to land at their airport without their permission.

My opinion.
If the submarine had been Chinese and trawler American the Chinese would have demanded an apology from the US for damaging their sub..
