I'm not sure "hood rat" is quite the term... maybe if he had been involved in a drive-by or drug-related shooting, but running someone over while driving drunk is just a generic stupid-ass thing to do.

I think what the OP was thinking is that here you have a guy that is rich enough to afford having a chauffered limosuine drive him around with 10 strippers in the back, but he is dumb enought to the same as any other asshole who gets drunk and goes driving.
