Saw police chase today

I work in an office building that shares its plaza with Walmart and a few other stores. Thanks to that I get to see crazies every day and occasionally police as well.

Today I was working away at the computer when I heard tires screeching outside. My windows face an alley behind the now defunct store. I see police cruiser doing a 3-way u-turn obviously hunting for someone. And then I see who they are hunting for - some Mexican teen crouching behind the bushes.

Police cruiser takes off around the building, the dude takes off his t-shirt, and he has another colored t-shirt underneath it. Damn smart!

Then he turns around the corner in the opposite direction, and we are able to follow his footsteps from the 2nd floor (we have huge wall-sized windows), because we have a corner office. At that moment police cruiser completes his round-trip around the building and quickly spots the SOB.

Busted. Guy didn't try to run any more. Then we could see the officer smiling and mouthing something that sounded like 'You stupid sonovabitch'.

Another cruiser comes, they cuff the dude, search his belongings, shoes and clothes. We thought he was a drug dealer or smth, but then they gave him a citation and let him go. One of my coworkers talked to him later, and the guy said he was busted for smoking a joint.

That broke up the daily routine a little bit.

He's damn lucky he didn't get shot/run over/beaten to death. All over a joint, too. Props to the cop for apparently keeping his cool. That could have easily been an evading arrest/fleeing kind of charge.

What jurisdiction is this?
