I think some or all of those presidents knew North Korea was unlikely to budge. The difference is that they were at least willing to try containment and other peaceful options.

Trump may recognize that North Korea is unwilling to seriously negotiate, but at the same time, he's also seemingly hell-bent on provoking a conflict rather than just invoking tougher sanctions. Moreover, the North's nuclear weapon/missile development is seemingly accelerating under Trump's pressure. He's not keeping a lid on Kim Jong Un, he's justifying Kim's escalation.

It's true that North Korea is unlikely to actually start a shooting war, because that'd end the party for Kim and crew -- their real goal is to keep their cushy dictatorship, not to reunite Korea under the North's rule. They know they'll lose any fight they begin. The problem is that they're increasingly acting like their backs are against the wall, and Trump might take the bait where a wiser leader (which is almost any leader) would hold off.

Attacking NK will ensure a smoking crater. Kim knows that he has no chance to get out alive if the US attacks as evidenced by previous invasions. He'll probably start with Guam to deter further aggression but if that doesn't stop it he will, if he can, attack the US with the biggest thing he has got and say that he will do it again if you don't stop it.

That is known as assymetrical warfare and there isn't a General in Washington that doesn't know that this is how it will play out.

Negotiations is the only choice there is now that the US has shown it's hand, balls and arsehole to the NK. Only an idiot would have played it this way.

Also, Trump doesn't get any of this and he really doesn't care about American lives one bit either, as long as his arse is safe he doesn't care if you and a million of your countrymen die.

The negotiations will have to include on the part of Tillerson epic ass-sucking/licking, shoe shining, genuflecting, acts of painful self-flagellation, hours and untold hours of praising and idolizing his boss, reciting oaths of loyalty from the Book of Trump as found following Revelations. I really don't think Tillerson would be up to those acts of humility and deference to his overlord.
