The military erects fiberglass shells over their satellite dishes to conceal them. Why couldn't they design a cover for a portable dish that you could put on your deck that look like a beach ball or dog house?

they sorta do. Dish has an item called the Tailgater..

all it is, is a dish within a fiberglass shell

Seems like a more interesting application would be to sell these in the Middle Eastern countries where satellite dishes are illegal, or tightly regulated, to prevent access to foreign media.

I am in an apartment complex now where you cannot put up a sat dish if you are on the ground floor or north side.

Only people on the south side and on 2nd and 3rd floors can have sat dishes.
