Is a SATA 3gb/s harddrive compatible with a motherboard that has SATA 1.5gb/s ports?

If so does it affect performance by a lot?

Yes, SATA 3gb/s harddrive is compatible with a motherboard that has SATA 1.5gb/s ports.
No, it does not affect performance by a lot.
 
Maybe to your first question. If you southbridge uses a VIA chipset, you may or may not have to jump the hard drive to run at 1.5 Mbs to boot using it.
If you have anything else, it would auto detect and downspeeds (no big loss)
