I recently built a computer in october and have had alot of trouble with the vid card. I own a Sapphire x850 pro and it seems to have a lot of trouble just booting up windows. I get this blocky kind of colorful image for about a min after I power up the computer then I get nothing and the computer crashes. In the error report it states that the drivers caused windows to crash but I cant even get into windows long enough to get the problem figured out. I called the company I bought it from and we went thru the whole RMA process for 7 weeks. When my card was being RMA'd I borrowed a x300 from a friend and my comp never had any problems. Get my x850 in the mail install it boom same problem blocky picture then the comp crashes. I have done everything that i can to get this figured out but my friends and I are at loss we just decided I am curesed. Please help me if you need anymore info just ask I just want my computer to run. Oh the vid card has never been OC'd havent even gotten far enough to play a game.

Specs
AMD Athlon 64 3200+
MSI Neo 4 Platinum
2 Gig OCZ Platinum
iBest PSU 600W
x850 pro
and substantial cooling on every part of this comp

Did it ALWAYS do this? Have you tried to flash your motheboard's bios, or even the video card's bios?

If the RMA is bad, I have two ideas: first, did they send you the exact same board back that you originally owned? THat'd be a screwup on their part....if it is a different videocard, I'd say that it'd be you mobo...

Do DOS look fine? You say you get a blocky colorful image, I'm guess you mean in windows since you are able to tell that the driver caused the issue....

Have you tried a clean install of windows?

Yeah only the x850 pro does this. The x300 ran fine in the PCI-E slot. The RMA sent me a different board and yes i have the latest BIOS and drivers for my mobo. I just cant figure out why the x300 ran great for a month then the x850 pro just screws everything up. Oh and how do you fix a cli.exe error. I really dislike ATI drivers lol. I have recently installed a fresh windows and all the updates.

cli.exe error.. download drivers from Sapphires website not ATI.. Of cource uninstall the others first.. You could also just edit registry to remove cli.exe from startup.

Another possibility is a memory/mobo incompatibility. I recall something similar back in the day when I upgrade from a GF2 to a 9500pro ... turns out it was the system RAM (running one stick solved the problem, until I upgraded it). Although this seems less likely than a PSU issue, it is easy to troubleshoot - try tunning one stick, lower the timings, or increase the RAM voltage, and see if that helps. If not, I'd seriously be thinking PSU as well ...

My X800 Pro did the same thing ( colorful blocky images ) My PSU was going bad...and it did go bad. Even tho your PSU is 600 watt...it could be going bad...never know....I replaced mine, was fine then
