That doesn't sound right to me. Your HD and CD Roms run off the 12v rail. I could be wrong but I dont see a hard drive operating at all on 8 volts. I'd check the motherboard monitor or your bios. One of those should show the voltages as well.

i don't think it would run if that voltage were right

does you mb have monitor software? you could also use motherboard monitor 5

dont count on the measurements given by your motherboard - mine registered 11.2 when the real voltage (taken with a multimeter) was 12.4, so just pop off the side and check a molex connecter.

You might try a DVOM(digital volt/ohm meter) on the molex (HDD, CD) connectors, it's the yellow and the black that are together.
