Print quality looks ok, but my ML-1740 have a problem with poor toner fusion. On regular paper, toner is guaranteed to come off at the crease if the paper is folded. When I print on envelopes, some toner comes off printed area just by rubbing over with a finger. All this problem with Genuine cartridge that came with the printer.

Silly putty actually removes some toner off paper while things printed on hp laser printer only transfers inpression to the silly putty without any toner coming off.

Is this printer defective or is this what I would expect from a $99 ML-1740?

If you have a Samsung laser, does yours have this problem?

Did your printer work ok previously or has it done this since you had it. With fusing problems, factors that can cause this are: Toner, Fusing Unit, Paper, and Temp/Humidity. First thing make sure your temp and humidity is fine. Sometimes simple things like that cause hell for people. Ideal humidity would be 40% to 60%, although 20% to 80% should not be a problem. Since you are using an Oem cartridge I doubt toner with an incorrect melting point is a possibility. Try different paper. Also if humidity was a problem get some paper that has been condition in a good environment for 24hrs. Most problems come down to the fusing unit. Some fusers have levers on each side of the fusing unit that allow the manufacturer to store new fusing unit for a long period of time by separating the upper roller(heat roller) and the lower roller(pressure roller). This prevents flat spots on the lower roller. Sometimes the levers need to be locked down on both side to allow the heat and and pressure from the lower roller to press the toner into the fibers of the paper. Also you noted that envelopes have a problem with toner fusing as well. The enevelopes should fuse the easiest since they are thinker. None of the above solves your problem then your fuser must need replacement.

The printer is brand new with mere 150 pages on counter. I read the instruction(Which I have to say, is pretty poorly written). It didn't say anything about fuser release lever or anything like that.

It may not have any, but it is not uncommon for some printers. I don't have experience with that particular printer, but I know laser technology, so what I posted above will be your possible problems. Normally with a new printer those tabs should be in the right position before it is sold, but some models in the past have failed at that, so it was a doubtful problem, but possible. If its new I would try to contact the manufacturer and see if you can get warranty replacement or repair.
