Those hats have always reminded me of the end of a spent condom...which seem appropriate for the dickheads who wear them.

We called them toboggans where I grew up, but probably haven't had one on my head in over 40 years.

I suspect it may have been because once upon a time people wore them while "tobogganing".

Not sure.

Probably, and I still wear similar hats when it's cold out. Mine fit though, otherwise they would fall off, or at least not be very warm.

I usually label it a beanie, though an ill-fitting one, I did hear a girl wearing one refer to it as a "slouchy" but I'm not certain that's a common term, as that is probably the only person I have ever conversed with that wore one.

That's what my daughter calls them. I call it a loose knit hat. I don't wear knit hats of any kind.

In the south, tobbogan = "knit winter hat." you would know it as a "tuke"or took...or however one spells that.

The thing in the OP does not look like a tobbagan or took, it looks like "Hippy tour-rat hat" that you commonly see at Widespread Panic or Phish shows.

Maybe you confused tuque with toboggan. Both start with t and are wintery.

As far as that knit cap/tuque style, I thought that only people with long hair wore their caps that like. People with dreads, women, etc. I dont think I've seen it on a short haired person, but I might have assumed the long hair.

Nah, toboggan is (more or less) the same as a toque...or a watch cap (may be shorter and only cover the tips of the ears...or even a stocking cap.(may be very long with a tassel on the end) Different regions...different names for the same thing.

Not really. Pretty much a military watch cap.

Lots of short haired guys wear them.

I guess Boomer had mentioned that though.

Yeah, I have a few of them, but they only sag like in the OP if there is hair to puff it out. I got mine at a surplus store so maybe the hipster versions are loose. I never really thought about it though, just assumed thats why they look the way they do. First time I see that look was on Rastafarians.
