I live in Jackson, MS. So this doesn't surprise me much.

I blame it on bad local government. I live in the city limits, but white flight has been occuring for 25-30 years to the suburbs. They think they are safe in their utopia, but they still have to drive to the city limits to work everyday.

I don't think it's necessarily a racial thing, but its definitely a personal responsibility issue. We hear about murders almost daily, but we are a relatively small city. Our last mayor was indicted on civil rights charges for getting a bunch of teenagers to tear down a crack house. The problem was the house was rented to the "alledged" crackheads so the owner sued the city. Our moronic city council just got done paying for a couple of the ex-mayor's bodyguard's legal bills. We can't send our kids to public schools so if you live in the city limits you better have an extra 5 grand around a year.

There is some hope. We have a few areas of growth happening downtown and in the college areas. Hopefully the city will turnaround.

More than that the one true link to all those places is they're either dirty poor, or borderline dirt poor. Nothing really compelling about that, if you look at rich areas that are predominately black you don't see crime being a problem. Balwin Hills is a majority black and I'm sure ranks very high on the safety list, probably because they're upper class people. Poor areas outside of some PWT trailer park towns will made up of mostly black black, nothing compelling about that at all. You have proven that poor places are dangerous, who would have thunk it?
 
There seems to be more than a few suspect rankings, like Los Angeles having less crime (per capita, presumably) than places like St. Paul and Salt Lake City...?
 
Sugarland, TX is #11; Houston is #337. WTF? Sugarland is right next to Houston.

BTW, why is Obama's old stumping ground, Chicago, an NA?

Same thing as Round Rock (#18) vs. Austin (#186) or Frisco (#20) vs. Dallas (#347). The suburban areas almost always ranked higher their counsin urban areas.

Well, what do you expect?

America is as dark as it gets. The president is already an immigrants' son from the dark continent. Coincidentally, most well to do whites has already set themselves up in another country for living, the so called "white flight."

Welcome to reality.
