Safest city in the world?

Amherst, NY was voted safest city in America at one point. I went to school there... beautiful.
 
7 years ago I would have said Tokyo. Even though we completely stood out as non Japanese speaking tourists, never once did I feel threatened or in danger (even around 3am) and most people were very helpful and wanted to pratice their English with us.

From what I've heard, its gone downhill a little bit due to the economy and they're having some of the problems we have here in the major cities in the states. When I was there, the homeless problem was just begininng.

I remember one time on my way back from Pennsylvania, I stopped there to get gas early on a Sunday morning. I figured that all the bangers would be in bed and all the church people would be out. Well, honestly, I saw nobody except the gas station clerk that morning. It was one of the creepiest feelings driving down this major four lane road and not seeing any other car whatsoever. I felt like I was being watched by just about every evil type of criminal eye, all of which were just out of sight. It was pretty weird.
