I would say 1.6 to 1.65 is safe definitely for overclocking. After that it gets squirrely, from what I have seen some people only get a little more overclock no matter how high they set the voltage after 1.65 and others have better luck.
I agree, cooling is your friend. As long as you have proper cooling you should be able to run 1.7-1.8v on a daily basis. I've run mine up to 1.85v on watercooling, but only for benchmarking and testing. I've seen people use even more voltage, but only with more extreme cooling. For the last several months I've been using 1.75v with watercooling and my A64 3000+. Worthy of note, even with my watercooling I see almost no overclocking gains from 1.75-1.85v.
