but, if after a statement like that, any BCN attack occured (with LARGE american civilian casualties), i think we would use our own nukes on Iraq

Sure . . . but they are not able to "see everywhere" and cannot see through good shielding. Evidently, during the Cold War, Russia also planted A & H bombs in some of our major cities that have been dismantled (or sold - I hope not). :Q
 
Saddam would not bluff about having nukes in place. The minute he or a terrorist cell actually creates a true nuke or dirty bomb and manages to get it in place, it'll be detonated immediately. Nobody is going to believe that they've got one until they prove it, so they'll prove it and use that proof as the leverage to bluff on having more bombs. That's the whole reason we're going into Iraq to take down Saddam and try to dry up big-money funding for terrorists: Once they get a real WMD it's TOO DAMN LATE!
