What it says is they trust us more than their own leader. They realize they can surrender and be treated even better than they are used too, as well as being protected.

Most importantly, the people themself seem to prefer our presence over Saddam's "leadership".

Screw it.. I say no quarter for those guys. We're not talking regular Iraqi army here, we're talking regime apparatchiks who are using civilians as human shields and committing other war crimes. They deserve to be on the business end of an artillery bombardment.
