s754 Cool 'N' Quiet

So I'm trying to spec out an inexpensive s754 machine for a friend, and I want to get him set up for Cool 'N' Quiet. I read that if a s754 Athlon64's last letter on the 1st line printed on top of the chip is O or after O in the alphabet, that's how one knows it supports Cool 'N' Quiet. Knowing that and also noticing that the newer packaging for Athlon64's clearly states Cool 'N' Quiet on the front (whereas the older packaging does not), do you think that means this chip (vs. this older chip) would be sent to me if I ordered from ZZF? My concern is the "Image shown is for display purpose" notice on ZZF's site (thus, could they send me an older s754 with the older packaging and minus Cool 'N' Quiet functionality and still be covered by that disclaimer?).
 
All Athlon 64s do support CnQ, but not all motherboards implement it properly. My board, the VNF3-250, has problems with it.
 
Did you guys install the latest AMD CPU driver for WindowsXP (assuming there's an option to enable CnQ on the VNF3-250)? Also, I read that info about some s754's not supporting CnQ (i.e. only ones ending in O or later) in the MSI K8N Neo-FSR's manual.
