S754 Clawhammer 3200+ won't even boot at 225 FSB!

Currently I'm using a socket 754 3200+ with a Clawhammer core, on a Soltek K8AN2E-GR mobo, with 512x2 sticks of PC3200 Kingston HyperX at stock 2.5-3-3-8 . I've been just starting to experiment with OCing it, but I'm finding that it won't even let me boot if I set the FSB to 225, even if I move the multiplier down to x7 (default is x10). When I set the FSB to 220, everything seems to work fine. What am I doing wrong?

Also worth noting is that my voltages displayed in CPU-Z seem to be unusual, when I set the V Core to 1.65, CPU-Z shows it fluctuating between 1.616 and 1.632. At 1.7, the displayed voltage is only ~1.655. Is this unusual?
 
im not too familar with the 754 socket. But i would find out if that mobo has a working AGP/PCI lock. If is does not, thats most likely your problem.

As far as the flucuating Voltage readout when using CPU-Z, i think that, that is pretty normal. On all the PCs i have used CPU-Z on, they all display a lower slightly flucuation voltage readout.
 
Try lowering your HT multiplier to 3x. I'm pretty sure your max HTT (FSB X HT Multiplier) is supposed to be less than 800. Rule out your ram by putting a divider (start with DDR133 and move up to 166).

If u are using SATA drives make sure that it is in SATA 3&4. I am not sure about ur board but with NF3 boards there was an issue with overclockability and ports 1 &2. Also as sugested in the previous psot make sure you have a good PSU-my OC was very limitied initially by the PSU

Also run memtest with default settings to make sure that ur memory is not limiting u.
