I'm starting to think this setting might be what's keeping me from 3200 mem speed.
Is it missing in all ryzen bios' ?
I guess maybe i'm thinking of tMAW
Some way to increase the refresh frequency to ensure cell integrity.

Anyone have any ideas for how to decrease the refresh window size ?

I was reading the chinese translated patent doc for tRCPAGE apparently that is a minimum not a maximum.
"same row access min ns" also referred to as "minimum average ... act to act"
tRCPAGE = (tRC*8192*tRFC) / 100000
all in ns.
