Law? They choose to ignore it. They can do what they want. The power is theirs.

It's speculation at this point but if it does happen, it would be the first time a waiver was issued in this situation.

The GOP Steering Committee has previously denied waivers to committee chairmen seeking to serve an additional term beyond the 3-term limit. They are likely to make an exception this year in the case of Budget Committee Chairman Paul Ryan (R-Wis.), fresh off his defeat as the GOP vice presidential nominee.

And from your link, the change in rules was to prevent the problem described below. A rare one-time waiver does not cause this problem.

That change followed four decades of Democratic rule, when committee chairmen ruled by seniority and built up unchallenged power to pass or block legislation.
