My car is completely rust free except for a small portion of the rear bumper where some surface rust is showing on the chrome.
What can I do to remove the rust, inhibit it from coming back, and possibly spray paint it?

The big fix for chrome is to have it re-chromed. Of course I don't know if anyone is doing this anymore. I would use a chrome polish to minimize the appearance. The "chrome" paint that you can buy at the auto parts stores won't match.
