I'm sure he isn't saying that the russians did this on purpose. There is a different way of thinking over in the former USSR. It dates back to the days of communism. They do things a certain way simply because that is how they are done, not necessarily because it makes sense. The school was probably in an older building, and they didn't refit it with the appropriate alarms because it didn't follow archaic procedure. It is really absurd, but that is the way it works.

Oh, I don't doubt it. I'm just saying that one thing that may have contributed to this tragedy was the russian mindset.

i doubt even really bright lights can wake me up when I'm already asleep; so i guess there really wasn't much of an option here. a vibrating floor idea would be a good idea, but i'm not so sure that's ever been done before...

perhaps the building didn't have in-room sprinklers? that probably would've awoken the students...
