By "nuclear energy" you have to assume civilian nuclear plants, not weaponry.

I don't really see how Chavez can afford this unless he gets one hell of a sweetheart deal from the Ruskis. Most of the major cash is spoken for on other domestic projects.

Going to be a hard sell to his people. Especially given that his relatively small country sits on a veritable ocean of oil and gas (and is decently situation to make use of biofuel).

 
Just stop buying gas from Citgo...

I dream every night of removing oil and gas from our geopolitical equation, then all of these two bit hacks can be banished back to their holes.

This argument works both ways, seeing how we can't really do anything about Russia and Venezuela right now with our troops mired down in Iraq and our economy in crisis.

IOW, flailing out at every potential crisis is as ineffective as doing nothing at all.

I first saw this and thought "Damn ruskies!" and then I realized that if I was in their shoes, I'd do exactly the same thing. Alliance with South America is like second pick for the team; they're not Europe, however you play what you were dealt. Russia needs a counter measure against other potential aggression, and especially now that they have extra ammo against the missile shield (that being that once they went into Georgia it was fast-tracked), it's not surprising at all that they are starting to feel a bit cornered and want some options.
 
I thought they would have had nuclear power by now, I remembered various latin american countries already did.
After looking it up, though, only Mexico, Argentina, and Brazil have had it, and their programs are decades old.
 
lulz chavez bankrupts the country over a nuke project he can't afford and has no human capital to support.
 
This is really not much of an issue. Let Chavez bankrupt his country and spend all his resources on weapons and becoming even more unpopular in the region as he socializes industries, nationalize foreign companies, and interfere with the politics of other Latin American countries.

If it looks like the nuclear cooperation may turn into something serious, we could always send a fraction of the aid to Venezuela to train their pilots and let them do a bombing run ala Israel vs Saddam's Nuke site.
