The headsets around rural vs urban living are often kinda screwy. I think it's important to understand that quality of life issues in small town & rural America won't get better with smaller govt but that's what they say they want. Private enterprise won't keep the hospitals or the senior centers open, pave the roads or a lot of other good stuff that sparsely populated places can't afford on their own. That takes government. But they don't want government. They want it to be the way it was before the job creators dumped 'em. In many respects, they want it to be the way it was before the New Deal was abandoned w/o realizing that's what made their way of life as good as it was for their parents & grandparents.
