Runtime Error, how to stop it?

I'm using Win2k and whenever I visit a website I get the following error popup.

Error
A Runtime Error has occurred.
Do you wish to Debug?
Line: 1
Error: Invalid character

How do I stop Windows from showing this everytime?

Internet Options->Tools->Disable script debugging

I tried that, but whenever I close Internet Explorer and start it again, it's always unchecked.
