Running Multiple PSU's

Im looking at a dual psu setup, dont worry about the case....

1 PSU is used for actual system: dual vid cards/physx card, mobo, cd/harddrives
and then the other would be used for fans and my watercooling system. Is there anyway
that when I press the powerbutton of the computer that the fans and the system turns on?
 
Probably the best way, and definitely the easiest way to what you're wanting to do is to use one or two of these video card power supplies. They come with adapters, and turn on/shut off whenever your other psu does, automatically.

If you already have two power supplies, this article explains how to do that.

edit: I wouldn't recommend trying to run two normal ATX psu's in one system, unless you have a case that's designed to hold two psu's.
