This wasnt an emulator. The installer was run on a partition and it was booted fully into Tiger. There was no emulation at all.

It also wasn't legal. You cannot legally install OS X on non-Apple hardware.

First using Intel, and now the ability to run Windows XP. I guess it gives Mac users more choice, but at what cost? This is scary and sad, both at the same time. But Apple has been slowly desensitizing their user base for some time now.
So basically the ability to run XP on an Intel-based Mac might compare to running on an overpriced proprietary piece of hardware, like a Compaq/HP. Except Apple probably has a lot better quality control, and a more loyal following.
