"Run As..." right click shell extension WinXP Pro

I recently encountered a strange issue on a lab machine on campus. As admin, right clicking a desktop shortcut has the "Run As..." option. As a limited user, it does not. Shift + rightclick does not work either, and I was wondering if anyone had any ideas?

One admin swears it used to be an option on limited accounts, also. We tried figuring it out today but had no luck. Really need to figure out why, as certain programs need to be run as admin, while we don't want users to have admin access for everything.

Also noted: SP1'd and the "Secondary Login" service IS running.
 
Runas.exe cannot access resources that were authenticated in the security context of another user. Take a mapped drive for example. If the user is logged in, and connected to a mapped drive on the network under the context of his user account, runas won't work on anything located on the mapped drive.


Is anything like this the case?
 
I don't think that's the case. It's on the desktop of the other user account, and I mean, "Run as" isn't showing up...for any shortcut. We don't need to use it w/ network drives at all
