Trying to run Intel chipset utility but Win7 says I cannot because I need to have admin rights. I am the only account on pc and I am admin. I have tried to right click and run as admin, have went to program and right click properties, compatibilties and have Run as admin checked there. The UAC is turned on.

Sounds like a bug in that program or it's designed for XP and does odd/shady things behind the scenes.

It is the Intel Chipset ID utility from Intels site. Do not think there is any thing shady about it.

After extracting the contents to a folder, try running
setup.exe -overall
from an elevated Command Prompt.
