Rules for sending unsolicited e-mails? (SPAM)

Hey guys.
A few weeks ago I started my own business; We are a consulting company, and since we just started, we need to get some customers to at least support ourselves :)

The only thing we have tried right now have been flyers and word of mouth (to get customers), but what about sending e-mails to companies who would probably like our services?
Let's say I find a bunch of e-mails, that I've gathered from the companies around my area, and I will like to e-mail them, Individually (with name of their company, how it will help their business, etc).
Anyhoo... would that be considered as SPAM? from my knowledge SPAM is considered as unsolicited commercial advertisement sent to you.
I'm almost sure it is.... just want to be 100% SURE. I don't want to start sending e-mails, and then get sued.

Any thoughts?

You know, if I found out there was a legitimate business behind spam emails, I'd sue them because if nothing else they must have a computer that they could sell to pay me back ;)

Don't send SPAM! Or Canned Ham!
