Use just enough to cover the CPU core with a paper thin coating. Follow these instructions.

If you use too much Arctic Silver (or any other thermal compound for that matter) you defeat the purpose.

Too much thermal compound becomes an insulator instead of a thermal transfer medium.

Read the instructions. Follow them closely. Take your time. Magnification helps!
