Much as I am disappointed in Comey, I can see his basic dilemma. He cannot ethically indict Hillary for doing all the time what the Bushies did some of the time. The law (and basic decency and fairness) simply doesn't allow it. I do think he should have indicted the people who scrubbed the server, but arguably, it wouldn't be fair to prosecute people for doing a thing while not prosecuting someone at her level for paying to have it done.

This is simply beating a dead horse. Everyone knows what she did. Everyone knows it was illegal. Everyone knows she lied about it and continues to lie about it. It does not matter. This does not matter in the least. People who would vote for Hillary literally do not care what she does; she is the authoritarian figure they crave. Comey based his decisions on the decency & fairness part, not any of the rest. That's obvious from his speech. He never mentioned the Bush clan.
