What are they? And if nothing, what is the origin of the phrase? Is it just a general tongue-twister?

I remember it being said in an early episode of The Simpsons and it's been in about 3 movies that I know of since then. Thoughts?

It's just a tongue-twister.

A couple other good ones are "red leather, yellow leather" and "mixed biscuits". Repeat as quickly as possible.

That's what I thought, but it wouldn't have surprised me if The Simpsons creators came up with it back when that show was still funny.

I find to my amazement that my teen son has no idea what a baby buggy is. These kids today . . .

For the enlightenment of any others, a baby buggy is what you push the baby in. Those big old ones did, in fact, have bumpers for protection. Probably not made of rubber, but rubber gives the best tongue twisting.

And it has been around since way before the Simpsons, I can remember it from my childhood. My son reminds me that there were still dinasours during my childhood, so that's a long time back.

Time for an old-timer to clue you young'ns in. Rubber Baby Buggy Bumpers was slang for condoms back in the day.

I remember it from a Tom Slick cartoon episode when I was a kid (late 60's early 70's). He was in a race and the race announcers was getting frustrated because he couldn't say tongue twister.

This tongue twister was made famous in the Tom Slick cartoon Tom Hatten played each Sunday on his Popeye and His Friends show.

Tom Hatten just passed away yesterday.

I know, necro thread. But it all came back to be when I heard of Tom' Hatten's death. A peice of my childhood and the source of my family's obsession with Rubber Baby Buggy Bumpers is gone.
