RSS Queue depth

I have an Intel CT Desktop adapter and I have RSS enabled through windows and the adapter. I've read the intel documentation on the depth queues but I am not sure I'm reading the answers correctly.

1 queue is used when low CPU utilization is required.

2 queues is used when good throughput and low CPU utilization are required.

4 or more queues are used for applications that demand high transaction rates such as web server based applications. With this setting, the CPU utilization may be higher.

My take: 2 queues = more cpu utilization vs 1 queue. My adapter only has options for 1 or 2 queues.
